The Washington Post on Aug. 20 reported that the government of Colombia under former president Alvaro Uribe -- which received about $6 billion in U.S. assistance during his eight years in power -- leveraged U.S. dollars to "carry out spying operations and smear campaigns against Supreme Court justices, Uribe’s political opponents and civil society groups..."
