A modified Scope of Work for a U.S.-funded study of both homosexual long-haul truck drivers and female prostitutes in Angola was released this week by the Obama Administration. The updated solicitation (#2011-94188) refers to "men who have sex with men," or MSM, rather than "homosexual," and identifies prostitutes solely by the term "young women involved in transactional sex." The initiative is a component of the multi-billion-dollar, five-year President's Emergency Plan for AIDS Relief, or PEPFAR, via the U.S. Centers for Disease Control and Prevention, which was launched by the White House under George W. Bush.
